Uganda Falls Short of NDP IV Targets on Corruption, Democracy and Governance

Uganda is falling short of its targets for fighting corruption, strengthening democracy and improving governance under the Fourth National Development Plan (NDP IV), with three key indicators recording performance below their annual and medium-term ambitions.

The country scored 25 on the Corruption Perceptions Index (CPI), against an NDP IV target of 31.

Its Democracy Index score stood at 4.94, below the target of 5.5, while the Ibrahim Governance Effectiveness Index recorded 49.1 per cent against a target of 64 per cent.

The figures were presented by Sam Rogers Wairagala, Deputy Senior Technical Advisor to the Governance and Security Programme, during the programme’s 2025/2026 performance review meeting.

The results raise questions about the effectiveness of anti-corruption interventions, the strength of democratic institutions and the government’s ability to translate policy commitments into accountable and effective public service delivery.
