Local Government Workers Announce Industrial Action Over Pay Disparities

The Uganda Local Government Workers’ Union (ULGWU) has declared a nationwide industrial action set to commence at midnight on Wednesday, October 1, 2025, citing unresolved salary disparities.

In a notice dated September 17, 2025, addressed to the Head of Public Service and Secretary to Cabinet, the union said it had exhausted all avenues of engagement with government but received no satisfactory response.

The union explained that petitions had been presented to the Ministry of Public Service, the Prime Minister, and the Speaker of Parliament, but all efforts had yielded nothing.

ULGWU urged government to rise to the occasion, arguing that local government workers are key implementers of the ruling regime’s manifesto.

The union called on Cabinet and Parliament to use their budgetary powers to ensure salary enhancements for all local government workers.

Should the union stick to their threats, this will have followed in the footsteps of arts teachers and their TVET counterparts who started their industrial action early this month over similar demands.
