A total of 1,398 head teachers of government primary and secondary Schools across Ugandan are being investigated by the Ministry of Education and Sports for inflating the number of learners.
Dr. Joyce Moriku Kaducu, the Minister of State for primary education said that there is a huge variation in the number of learners enrolled in the Education Management Information System, EMIS indicating that some learners were ghosts.
Kaducu says some schools enrolled 300 learners last year through the EMIS but that the enrollment data now shows only 31 learners, a clear sign that the schools had ghost learners.
According to Dr. Kaducu, the Ministry has written to head teachers of the affected schools to explain to the Ministry why the variation in the numbers of learners adding that those that will not comply will be dealt with according to the law.
