The UPDF 4th division infantry army commander, Major General Felix Busizoori has ordered the UPDF officers deployed in volatile Apaa township, located between Amuru and Adjumani districts in Northern Uganda to shoot and kill any suspect found carrying a deadly weapon in the contested area.
The directive was announced during a security meeting held on Monday in Apaa township following the resurgence of violent attacks in the area. The attacked on April 7, 2026 left four people dead including a two year old child.
The child, identified as Patience Ageno, was speared at around 6:30 pm after her father, Wilfred Okwera, 32, reportedly dropped her while attempting to flee for his life after the attackers stabbed him three times with arrows.
Ageno died instantly at the scene while her father was rushed to a private clinic in Apaa, where the arrows were removed from his body.
Major Gen. Busizoori, in his communication delivered by Shem Nakoora, the UPDF 4th Division infantry Intelligence Officer, ordered UPDF officers manning the contested Apaa township to shoot and kill any person seen carrying deadly weapon in a violent area.
Apaa has been at the epicenter of armed conflicts between the Madi and Acholi community of Adjumani and Amuru over the ownership of the land.
The conflict centers on a dispute over land spanning roughly 1,000 acres, claimed by both the Madi community of Adjumani and the Acholi community of Amuru, as well as the Uganda Wildlife Authority (UWA). Army and police (UPDF) have increased their presence, designated the area a “crime scene,” imposed a curfew, and banned the use of traditional weapons like bows.
